The Trump administration has moved to cancel nearly $1 billion in congressionally approved funding, primarily targeting services for immigrant communities and diversity-focused initiatives. The cuts, announced by the White House, are part of an effort to eliminate what it describes as wasteful or harmful government spending. Significant portions of the funding were allocated to organizations providing services to refugees, unaccompanied minors, and other immigrant groups.
According to the administration, the decision is justified by a significant decline in illegal border crossings, rendering some of the funding unnecessary. However, this move has sparked criticism from members of Congress, including Republican Senator Susan Collins, chair of the Senate Appropriations Committee. Collins expressed concern over the lack of consultation with Congress, arguing that the executive branch should not unilaterally decide on the allocation of congressionally approved funds.
Democratic Senator Patty Murray also criticized the administration’s decision, emphasizing that the funds were approved on a bipartisan basis and should be used for their intended purposes. The process used for these cuts is known as a “pocket rescission,” whereby spending is effectively canceled at the end of the fiscal year, limiting Congress’s ability to review or challenge the decision.
The legality of this approach has been questioned by the Government Accountability Office. This decision comes after President Trump previously employed the same mechanism to halt billions of dollars in foreign aid, leading to ongoing disputes over presidential authority in federally approved spending.
