The tariff, which is set to be implemented on December 4, seeks to reduce the country’s reliance on China, the world’s leading producer of polysilicon. This ultra-pure form of silicon is essential for manufacturing semiconductors, which are critical to artificial intelligence systems and data centers, as well as solar cells and panels.
The new tariff regimen includes specific minimum import prices: $21 per kilogram for polysilicon, $100 per kilogram for polysilicon ingots and wafers, $0.22 per watt for solar cells, and $0.38 per watt for solar modules and panels. According to the U.S. administration, these measures are designed to ensure the economic viability of domestic polysilicon production while strengthening supply chains vital to national and economic security.
China, which dominates the global production of polysilicon, has criticized the U.S.’s decision, arguing that the national security concerns are being misused to limit Chinese businesses. Chinese officials have warned that the move could lead to increased protectionism, potentially disrupting trade relations between the two countries. This comes amid steady growth in China’s exports, particularly in electronics and products related to artificial intelligence and high-value manufacturing.
The United States currently hosts two significant polysilicon production facilities, operated by Hemlock Semiconductor in Michigan and Wacker Chemie in Tennessee. The newly announced policy also opens the door for the U.S. government to create incentives for companies that invest in domestic manufacturing facilities related to polysilicon. This initiative is part of a broader strategy to enhance the country’s manufacturing capabilities and ensure a more secure and self-reliant supply chain.
