Russia Strikes Ukraine: Critical Services Offline as Breakthrough Scenario Develops

Russian attacks on Kyiv and Kharkiv killed one person and wounded 15 others, taking critical services offline as a breakthrough scenario appeared to develop in negotiations. The strikes disrupted essential utilities while diplomatic discussions showed potential for significant progress.
Kyiv Mayor Vitali Klitschko alerted residents that critical services were going offline during a “massive enemy attack.” The bombardment targeted infrastructure, causing casualties and taking heat and water services offline. Critical services including heating, water, and electricity faced disruption across multiple neighborhoods.
Mayor Igor Terekhov reported that Kharkiv’s critical services went offline following Iranian-manufactured Shahed drone attacks. The drone strikes damaged essential infrastructure, taking multiple critical services offline simultaneously. The northeastern city has faced repeated disruptions to critical services throughout the war.
In Abu Dhabi, a breakthrough scenario appeared to develop as American, Russian, and Ukrainian representatives engaged in talks. President Zelensky announced that peace proposals were “nearly ready,” suggesting a potential breakthrough. The UAE foreign ministry described the discussions as focused on “promoting dialogue and identifying political solutions to the crisis.”
Ukrainian President Zelensky expressed cautious optimism about a developing breakthrough scenario following his meeting with President Trump. He proposed creating a free trade zone in eastern Ukraine under Kyiv’s control as part of emerging agreements. President Putin met with Trump’s envoys, as all parties sensed the possibility of a breakthrough.
